Based on the risk analysis results of Thai bird's nest products, the two sides signed the Protocol on Inspection, Quarantine and Sanitary Conditions for China's Import of Bird's Nest Products from Thailand by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Ministry of Agriculture and Cooperation of Thailand, after consultation between the competent authorities of China and Thailand. From now on, Thai bird's nest products which meet the requirements of inspection and quarantine for imported Thai bird's nest products (see annex) will be allowed to be imported.

Inspection and Quarantine Requirements for Imported Thai Bird's Nest Products

I. Scope of Products Permitted to Entry

Products permitted to enter: White Bird's Nest products in Thailand.

Bird's nest products refer to edible bird's nests and their products which are formed by the saliva of Golden Swallow and the same type of swallow and have removed dirt and feathers and are suitable for human consumption.

White bird's nest products in Thailand refer to edible bird's nest products with white, yellow or golden color (the color of bird's nest is related to the habitat of swallows) (quoted from Thai agricultural standard TAS 6705-2014).

2. Registration Requirements for Yanwu (Cave) and Processing Enterprises

Thai bird's nest products imported from China shall be registered by the competent Thai government departments and submitted to the Chinese side for the record; processing enterprises of bird's nest products imported from China shall be registered by the China National Certification and Accreditation Administration (CNCA).

3. Requirements for the Establishment of Quality Management System

The competent authorities of the Thai government should establish a system of prevention and hygiene management of bird's nests (caves), formulate procedures for hygiene control of bird's nest harvesting and transportation, and effectively implement the animal epidemic surveillance plan and the poisonous and harmful substance surveillance plan every year.

The processing enterprises of bird's nest products transported to China should establish a bird's nest traceability system from the bird's nest (hole) to the export, so as to ensure that the products can be traceable and recalled in time when problems occur.

IV. Requirements for Quarantine Examination and Approval of Bird's Nest Products for Transport to China

Every batch of imported bird's nest products (excluding deeply processed bird's nest products) shall be subject to quarantine examination and approval in advance and obtain the Import Animal and Plant Quarantine License.

V. Requirements for Certificate of Bird's Nest Products Delivered to China

The competent Thai government departments shall issue certificates of origin and veterinary (health) certificates for bird's nest products transported to China to prove that they meet the requirements of Chinese laws, regulations and relevant standards.

VI. Labeling Requirements for Bird's Nest Products for Transport to China

The inside and outside packaging of Thai bird's nest products imported to China shall be marked with information in Chinese and English, such as name, weight, name and registration number of bird's nest (hole), name of processing enterprise, address and registration number, product storage conditions and production date, etc. The labeling of relevant product information shall conform to Chinese laws and regulations and relevant standards and requirements.
