Chapter I General Provisions

Article 3 The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the General Administration of Quality Supervision and Quarantine) is in charge of the inspection, quarantine and supervision of import and export non-edible animal products throughout the country.
The entry-exit inspection and quarantine department (hereinafter referred to as the inspection and quarantine department) of the State Administration of Quality Supervision and Quarantine (AQSIQ) is responsible for the inspection, quarantine and supervision of import and export non-edible animal products in the areas under its jurisdiction.
Article 4 Enterprises engaged in the production, processing, storage and trade of import and export non-edible animal products shall engage in production and operation activities in accordance with laws, regulations and relevant standards, be responsible to the society and the public, ensure the quality and safety of import and export non-edible animal products, accept social supervision and assume social responsibility.
Chapter II Risk Management
Article 5 The State Administration of Quality Inspection and Quarantine implements risk management for import and export non-edible animal products. On the basis of risk analysis, it implements product risk classification, enterprise classification, quarantine access, risk warning and other risk management measures.
Article 6 The General Administration of Quality Supervision and Inspection of the State shall determine the level of product risk according to the risks of animal health and public health of import and export non-edible animal products. The product risk level and quarantine supervision mode are published on the website of the State Administration of Quality Supervision and Inspection.
Article 7 Inspection and quarantine departments shall, in accordance with the integrity of enterprises and the ability of quality and safety control, carry out classified management of enterprises that produce, process and store imported and exported non-edible animal products and adopt corresponding inspection and quarantine supervision measures.
Article 8 The General Administration of Quality Inspection and Quarantine of the State shall, on the basis of risk analysis, issue risk warning information on the basis of product quality and safety situation of import and export non-edible animals, problems found in inspection and quarantine, notifications from relevant organizations at home and abroad and animal health and public health problems occurring at home and abroad, and decide to adopt such risks as initiating emergency disposal plans, restricting entry and exit, and suspending entry and exit.
