According to the Free Trade Agreement between the Government of the People's Republic of China and the Government of New Zealand (hereinafter referred to as the Agreement), China has implemented special safeguards for 12 tax-numbered agricultural products originating in New Zealand. As of January 4, 2017, the number of import declarations of some non-concentrated milk and butter (tax code: 04012000, 04014000, 04015000) administered by special safeguard measures has reached 2062 tons, exceeding the trigger standard of 2017 tons of special safeguard measures. As a result, since 5 January 2017, import tariffs on some non-concentrated milk and butter originating in New Zealand imported under the Agreement have been restored at the most-favoured-nation rate. The application of tax rates on agricultural products in transit and other related matters shall be carried out in accordance with the provisions of General Administration of Customs Announcement No. 91 of 2008.
