In order to further strengthen the management of pet feed, standardize the pet feed market and promote the development of pet feed industry, our department has formulated "Pet Feed Management Measures" and "Pet Feed Production" on the basis of a comprehensive review of the "Regulations on the Administration of Feed and Feed Additives" (hereinafter referred to as "Regulations") and the applicable provisions of its supporting regulations, taking fully into account the particularity and management needs of pet feed. The enterprise licensing conditions, pet feed labeling regulations, pet feed hygiene regulations, pet formula feed production licensing materials requirements, pet additive premixed feed production licensing materials requirements and other normative documents are now published, and related matters are announced as follows.

1. Before June 1, 2018, pet formula feed and pet additive premixed feed enterprises that have obtained feed production licenses in accordance with the Regulations and their supporting regulations may continue to engage in production and operation activities within the validity period of the production license; if production and operation are required to continue after the expiration of the validity period, they shall apply for feed processing in accordance with the relevant provisions of the normative documents of this bulletin. Production license.

2. Enterprises that have already produced premixed feed for pets and pet additives before the publication of this bulletin but have not yet obtained a feed production license shall apply for and obtain a feed production license in accordance with the relevant provisions of the normative documents of this bulletin before September 1, 2019.

3. Before June 1, 2018, imported pet formulated feed and premixed feed products with import registration certificates have been obtained in accordance with the Regulations and their supporting regulations, and can continue to be imported and sold within the validity period of the import registration certificate; if the import and sale need to continue after the expiration of the validity period, the import registration certificate shall be applied for in accordance with the relevant provisions of the normative documents of this announcement.

4. Imported pet formula feed and premixed feed products with imported pet additives that have been imported and sold in China but have not obtained import registration certificate before the publication of this bulletin shall be applied for processing and registered in accordance with the relevant provisions of the normative documents of this bulletin before September 1, 2019. 5. Since June 1, 2018, applications for the production of pet formula feed and premixed feed of pet additives or for the registration of imports of pet formula feed and premixed feed of pet additives shall be implemented in accordance with the relevant provisions of the normative documents of this bulletin.

6. Pet formula feed and pet additive premixed feed production enterprises shall issue feed production licenses. According to the enterprise's declaration, the product categories on the feed production license should be labeled as pet formula feed and pet additive premixed feed respectively; the product varieties should be labeled as solid pet formula feed, semi-solid pet formula feed, liquid pet formula feed, solid pet additive premixed feed, semi-solid pet additive premixed feed and liquid pet additive premixed feed respectively. 7. Before June 1, 2018, the manufacturers and imported products that have obtained the production license and import registration certificate of mixed feed additives for Pets'direct consumption in accordance with the Regulations and their supporting regulations shall apply for processing and obtaining feeding according to the relevant provisions of the normative documents of this bulletin before September 1, 2019, in accordance with the product classification provisions of the Measures for the Administration of Pet Feed. 8. The management of mixed feed additives and premixed feed additives for pet feed production enterprises shall not apply to the provisions of the normative documents of this bulletin. Their production, operation, use and import shall be carried out in accordance with the management requirements for mixed feed additives and premixed feed additives in the Regulations and their supporting regulations.

9. Pet feed production enterprises shall formulate product labels in accordance with the requirements of the Pet Feed Label Regulations. The labels attached to domestic and imported pet feed products produced after September 1, 2019 shall meet the requirements of the Pet Feed Label Regulations.

10. Pet feed production enterprises should effectively strengthen the control of hygienic indicators of products. The hygienic indicators of domestic and imported pet feed products produced after January 1, 2019 should meet the requirements of "Hygienic Regulations on Pet Feed".

11. According to the relevant provisions of the Measures for the Administration of Pet Feed, from June 1, 2018, the approval number of the related products obtained by the production enterprises of pet additive premixed feed and the feed production license obtained by other production enterprises of pet feed no longer serve as the basis and content for the inspection and enforcement of pet feed.

12. After the end of the transitional period of management stipulated in this bulletin, the feed management departments at all levels shall carry out the supervision and law enforcement of pet feed in accordance with the relevant provisions of the normative documents of this bulletin.

13. Feed management departments at all levels should continue to strengthen the supervision and management of pet feed. In addition to the circumstances stipulated in Articles 2 and 4 of this bulletin, other illegal acts of producing or importing pet formula feed or premixed feed with pet additives without a license shall be severely punished in accordance with the relevant provisions of the Regulations.
